An uknown ivory token

Can you tell me what this is? I was told it was some type of ivory token for gambling or trade?

Left image:

Fu Xing (Issuer?)
**(Dragon symbol)**
Yi Yuan (one dollar)

Right image:

Jin Quan (Money Token)
Mi (or Wei?) Xing Ji (Name of the firm)

This item should be from the early Republican period (1912-1935). It's quite possible to be a gambling token, because ivory (if it's ivory) is too expensive for circulation.
